He ran out of the vehicle naked.
He was on drugs
It looked like he was homeless.

I don't want us to lose sight of the fact that one person involved in this accident was in critical condition and taken to a hospital, cuz that also seems important even though this is Commiefornia.
Police confirmed that the naked man was driving one of the vehicles involved in the crash. They also believe he was under the influence (ya think?), so he's likely going to be charged with a felony hit-and-run as well as a DUI.
I don't know what the charge is in Hollywood for running the streets naked, but every month is June over there, so I'm sure that part is fine.
