The suspect suffered non-life-threatening injuries and was taken to a separate hospital.
Police had not released the names of the victim or suspect as of Friday evening.
Police Chief Brent Lemerise stated that the two men knew each other and that the shooting followed a brief altercation inside the store.
The suspect's wife, Alanna Benson, told reporters that she, her husband, and their three young children were leaving the store after shopping for costumes for their son's fourth birthday party when a man with whom her husband had prior history confronted them.
Benson said the other man reached into his hoodie pocket, prompting her husband, who she described as a concealed pistol license holder, to draw his gun and fire.
Police said they are investigating the circumstances and plan to pursue criminal charges.
A witness who was inside the store described hearing multiple shots near the front of the business, with customers initially mistaking the gunfire for balloons before fleeing.

Mikea Wilson told WWJ News Radio, "We looked at each other. At first we thought it was a balloon, because that's what it sounded like and we are in a decorations store."
"After we heard the first pop, it just kept going after that: pop, pop, pop, pop. At that point, everybody started scattering," Wilson added.
