The force is asking people to review dashcam footage from anyone who drove along Marine Drive, Llandudno, from the Toll House around the headland between October 26 and October 29.
Detective Inspector Tim Evans from the Serious Collision Investigation Unit said: 'I would urge people not to speculate on the circumstances of this collision or make comment on social media as this can be particularly distressing.
'Since our initial appeal, we have now traced the black-coloured vehicle.
'However, I believe that there are people within our local community who have direct information which could assist this investigation and provide answers on what led to the tragic and devastating death of a young man, loved by so many.'
Anyone with information is urged to contact officers at the Serious Collision Investigation Unit via webchat on the North Wales Police website, or by calling 101, quoting reference number 26000888717.
